Management and Direction
Manages the daily operations of Criminal Justice Standards, assists the Director in the overall operation of the Division and the administration of CJ Commission programs.

Directly supervises the Certification and Investigations Section of the Criminal Justice Standards Division.
Daily management and supervision of employees to ensure that criminal justice files are in compliance with minimum employment and training standards that are mandated by the
Criminal Justice Education and Training Standards Commission.
Provides direction and guidance to staff investigators in the investigation of applicants for certification and currently certified officers; extensively review and critique investigative reports prepared by investigators concerning possible violations of Commission standards; and, discuss issues with the Director and Commission legal counsel, and Probable Cause Committee Chairperson when necessary, to determine proper action to take concerning resolution of the case.
Provides direction and guidance to certification staff evaluating application packets, researching criminal history reports, managing finger print records and databases, requesting additional records and communicating effectively with client agencies.

• Assists the Director in the development of policies and procedures consistent with normal business standards to ensure the effective development, revision, refinement and eventual implementation of Commission approved administrative rules for mandatory entrance requirements and training and certification standards for all criminal justice personnel in North Carolina.
• Advises the Director regarding policies and procedures relevant to the Commission’s goals; delegates responsibilities to appropriate personnel within the Section; and, encourages and facilitates independent thought, creativity, and innovation in achieving the goals of the Commission.
• Direct and lead staff in the proper and effective implementation of these Commission programs to ensure correct application and interpretation of administrative rules, procedures and information to Criminal Justice clients, other governmental agencies and the public.
• Supervises the utilization of and upgrades to a computerized database records system which tracks more than 57,000 active law enforcement and criminal justice officer certifications, instructor certifications, criminal justice school accreditations, and radar and speed measuring instrument operator certifications.
• Administer and ensure compliance with the Performance Management System (PMS). Prepare work plans, conduct reviews, resolve grievances, counsel, coach and discipline CJ Standards employees. Make recommendations to the Director for final decisions on all disciplinary matters in accordance with DOJ and State Personnel policy and procedures.
• Assists Director in the recruiting, hiring, and proper training and development of new employees.
• Performs duties as Acting Director in the absence of the Director.

Program Administration for Criminal Justice Commission 
This position provides staff assistance to the Criminal Justice Education and Training Standards Commission in the implementation, administration and enforcement of programs.
Duties include:
• Supervises staff in the proper and effective implementation of Commission programs to ensure correct application and interpretation of administrative rules and information to
Commission clients.
• Evaluates existing and new Commission programs and prepares reports and recommendations to the Director and Criminal Justice Commission.
• Works with members of the DOJ/Commission legal staff to review and evaluate current statutes and administrative rules; identify and formulate needed revisions; and, assists with drafting proposed revisions.
• Respond to written and telephone inquiries from Police Chiefs, agency heads and criminal justice agency personnel, other governmental agencies, the public, and the news media on the applicability of General Statute 17C (Criminal Justice Education and Training Standards Commission) and the administrative rules. Interpret and apply the law and administrative rules concerning criminal justice officer certifications and related training programs. Prepares reports on Commission programs, consults with Director to formulate recommendations, and makes presentations to the Commission’s Committees as needed.
• Represents the Division and the Commission, when needed, at various local and State meetings. Such meetings may include the Sheriffs’ Education and Training Standards
Commission, the North Carolina Police Executives, Law Enforcement Officers Association, Law Enforcement Training Officers Association, North Carolina Community College President’s Association, and other groups as requested by the Director.

Knowledge, Skills and Abilities / Competencies

The Deputy Director position requires a thorough understanding of the history, purpose, goals, functions, policies and procedures of the Criminal Justice Standards Commission as well as a general understanding of the structure and operations of the NC Department of Justice and the State of North Carolina Government.

Additional knowledge, skills and abilities include:
- Considerable knowledge of personnel and management practices;
- Considerable knowledge of modern office procedures, practices and equipment;
- Knowledge and understanding of N.C.G.S. 17C and Title 12, Chapter 9 of the NC Administrative Code;
- General knowledge of local and state criminal justice agencies and training programs;
- Knowledge of state government operations
- Knowledge and understanding of the operations of a regulatory agency;
- Knowledge and ability to use various computer software programs;
- Ability to plan, prioritize and supervise the work of subordinates;
- Ability to prepare complex written reports summarizing certification cases,
investigations and criminal justice issues for consideration by the Commission;
- Ability to perceive, conceptually organize and write and develop new programs for recommendation to the Criminal Justice Standards Commission;
- Ability to exercise judgment and discretion in applying and interpreting laws, administrative rules, policies and procedures;
- Ability to establish and maintain effective working relationships with agency personnel,
officials, commission members, certified officers and the general public;
- Ability to work independently;
- Ability to handle multiple tasks and projects simultaneously;
- Good organizational skills, flexibility and attention to detail; and,
- Skill in practicing effective communication techniques, both orally and in writing 

Minimum Education and Experience Requirements

Bachelor s degree in public administration, preferably with a degree in criminal justice, business or public administration or closely related field, from an appropriately accredited institution and four years of progressively responsible experience in the field of criminal justice including one year of supervisory experience; or an equivalent combination of education and experience.

Management preferences: Experience in completing police internal affairs investigations.
